<br />EXHIBIT C <br />MINING PLAN <br /> <br />1. Estimated starting date: February 17, 1992 <br />Estimated completion date: December 31, 2000 <br />2. TOPSOILING - When the site is opened, the top twelve (12) to <br />fifteen (15) inches of soil material will be stockpiled to be <br />used to topsoil the surface of the disturbed area prior to seed- <br />ing. The plant growth medium will be stockpiled and located in <br />the southwest corner of the site. The stockpile will be stabil- <br />ized with a vegetative cover. (See reclamation plan) Since the <br />plant growth medium stockpile will be located in the southwest <br />corner of the site, it will be out of the way of mine traffic <br />and other disturbances. <br />3. There is no overburden or waste rock to be removed at this site. <br />4. The thickness of the deposit to be mined exceeds twenty (20) <br />feet in depth. The actual depth of mining will average twenty <br />(20) feet in all areas except along the south boundary where <br />the finished material stockpile areas will exist. <br />5. The Haul route from the site is easterly, a few hundred feet at <br />the greatest distance, to the county road bordering the eastern <br />boundary of the site. Then, the trucks will proceed southeasterly <br />one and three quarter (1 3/4) miles to State Highway #160. No <br />other facilities or components, other than the processing equip- <br />ment, will be on site. <br />6. The mining operation will consist of a twenty (20) foot deep pit <br />excavation starting at the center of the site, approximately two <br />hundred (200) feet north of the southern boundary. At first this <br />pit will be excavated to accommodate the processing equipment and <br />will expand northerly, northwesterly, and northeasterly, as the <br />mining operation proceeds to eventually come to within sixty (60) <br />feet of the western, northern, and eastern boundaries. The pro- <br />cessed material stockpile will be located along the southern bouiz- <br />dary of the site. At its maximum, the pile will be thirty (30) <br />feet high; one hundred (100) feet wide; and three hundred (300) <br />feet in length. The pile will take the shape of a crescent, cen- <br />tering on the crushing unit. <br />The pit will be relatively level with a bench slope of 4H:ly on <br />the north, west and east boundaries. The south boundary will be <br />level with adjacent land south of the site. <br />7. No new roads will be constructed outside of the 8.59 acre pi.t <br />areas. The Haul road will lead easterly along the southern por- <br />tion of the site from the stockpile area. The width will be six- <br />ty (60) feet, to allow easy and safe passing of trucks. The haul <br />road and the County Road do not need to be improved. <br />
