The mining and reclamation plans for the site appear <br />straightforward. However, I still have some items of concern, even <br />after our conversation last week, which should be clarified before <br />the application is approved. The items are listed below under the <br />heading of the exhibit in which they appear in the application or <br />the closest appropriate heading if we simply discussed the item. <br />Some of these items are for your comment, some of them might be <br />best commented on by the Rudibaughs, who are receiving a copy. <br />Exhibit B - Site Description <br />The soil and vegetation information included is not very specific. <br />Typically I prefer to see better detail. In your case, however, <br />because the NRCS (SCS) soil survey only classifies this area as a <br />stony outcrop with thin, variable soils, and the surrounding <br />vegetation is managed pasture in good condition, I feel that we <br />have enough information. This is also true because of the <br />reclamation plan, which will not entail significant revegetation. <br />Exhibit CExhibit C Minin~Plan <br />You stated that mining will mainly involve removal of the knob by <br />Z S:( pushing material down from the top, and maintaining good slopes. <br />There is no slope gradient specified in the plan. Can you operate <br />with slopes of 3:1 or less? If you can commit to keeping slopes <br />~0 6 ~ that angle or gentler, earthwork costs for backfilling and grading <br />5~1 may be eliminated, significantly reducing the required bond. <br />Q (~ . <br />I asked you about the pile of salt I noted in December. You stated <br />that onsite salt was a fairly recent practice, and may not be a <br />practice each year (due to highway contracts). My concern here is <br />not so much the future difficulty in establishing revegetation <br />where the salt has contaminated the soil, but the offsite effects <br />of killing pasture grass.
