<br />EXHIBIT C <br />Mining Plan <br />(a) Estimated commencement date will be April 1999 and is <br />tentatively scheduled until 2019. <br />(b) The mining area is a dry creek bed which will not require <br />any topsoil replacement. <br />The sand and gravel extracted will be stockpiled out of the <br />stream channel on the bank area. <br />The remaining mining area which includes the stockpile area <br />and road site should not require any topsoil stockpiling. If <br />this area becomes compacted from heavy equipment traffic it <br />will be ripped, smoothed and reseeded. <br />(c) No overburden will 6e encountered. <br />(d) The thickness of the deposit to be mined will be <br />approximately six feet. <br />(e) Major components of the mining operation consist of the <br />mining pit and haul road. <br />(f) The disturbance to the land surface shall mainly consist of <br />the sand/gravel stockpile, located on the bank of the <br />stream bed. <br />(g) Dimension of the proposed haul road will be 20 feet wide by <br />250 feet in length. The haul road will be graded and graveled <br />only if necessary. <br />(h) No water will be used in conjunction with mining operation. <br />(i) This mining operation should not affect the quantity or <br />quality of the surfaces or ground water. <br />The depth of the material extraction will be limited to <br />approximately six feet. By limiting extraction depth the <br />channel banks will remain stable and channel width should <br />remain constant. By avoiding down cutting or bank erosion of <br />the stream the sediment load should be minimal, thus not <br />affecting water quality. <br />(j) The Colorado Division of Water Resources is being notified <br />of the proposed operation. <br />(k) No refuse and acid or toxic producing materials will be <br />exposed during mining. <br />(1) Measures taken to minimize disturbance to the hydrologic <br />balance consists of the mining operation to expose a minimal <br />amount of surface for mining at any given time.
