ICay Wiesner <br />61820 Merimac Lane <br />Monrose, CO 8140I <br />,hily 23, 2003 <br />Ire: Proposed Fialdorson Gravel Pit -Groundwater impacts <br />Dear Mrs. Wiesner: <br />As pcr your phone request, this memo is to provide our observazioas and conclusions <br />regarding the proposed Halderson Gravel Pit on Spring Creek Mesa. The alliance of <br />Spring Creek Homeowners had previously requested my evaluation regarding the <br />proposed gravel pit. The results of the investigation ware submitted is an opinion letter <br />dated June 20, 2003, for review and submittal to the Montrose County Planning <br />Commission. 1 also attended the fast Courrty Planning Commission meeting and provided <br />testimony regarding the application. This memo is for the Alliance's use az the next <br />County Commissioner meeting, where the gravel pit proposal will be considered for a <br />Special Use Pettnit. <br />Tfie fallowing are conclusions from our investigation: <br />i) The proposed pit wilt be a Large diameter well; intercepting groundwater. <br />2) Groundwater intercepted by the pit will be derived from three (3) sources: a) <br />natural precipitation on the property, b) natural underflow from snowmelt and <br />precipitation surrounding the property; and c) irrigation flows thmugh the gravel <br />beneath the mesa into the pit, from both irrigation water application and ditch <br />seepage. <br />3) Imerception of groundwater will require a welt permit, application for water rights <br />for the consumptive use of groundwater, and a plan for augmertation for <br />replacement of the groundwater. <br />4) Ahhough the pit will be a "groundwater well", waters cannot be "stored" in a well <br />for augmemation purposes. <br />5) intercepting the groundwater in this pit will have a direct impact (dry up) the <br />Nation's springs, (orated immediately adjacem to the northeast corner of the pit. <br />These springs are adjudicated as absolute water rights. <br />6) Excavation of this gravel pit, and consequently disposal of excess water, will <br />change the subsurface hydrology of this area of Spring Creek Moss. The impacts <br />will include change in agricultural irrigation water application practices, in that <br />the pit will Create a "sink", drawing water from alt sides and lowering the water <br />table. This increased groundwater gradient will drain surrounding lands faster <br />
