.-~ <br />to visually block views is more immediate since this is the first area that will be mined. <br />The seedlings will be concentrated in areas along all berms where there wilt be long <br />enough lead times between plantings and the time the mine nears other neighbors that <br />will allow sufficient time for the trees to mature enough to serve as effective screening. <br />The trees will be both deciduous and coniferous to provide variety and visual diversity. <br />Mark Haldorson has already committed to work with a nursery, which will recommend <br />specific species that will both thrive and provide the visual screening desired. <br />The berms and plantings have been designed around standards we have used for other <br />approved miries around the State of Colorado where such standards do exist. We have <br />also designed the berms so they will meet the requirements of the Colorado Division of <br />Minerals and Geology. It is our position that the landscaping proposed herein should be <br />sufficient in the absence of speck County standards. Absent specific standards, <br />applicants are forced to try to hit a moving "target` of compliance. By using standards <br />that we know have worked well elsewhere, and standards acceptable to the Colorado <br />Division of Minerals and Geology, we feel we have stabilized the target and have <br />presented a plan that will work quite well. <br />Irrigation System - A drip irrigation system will be utilized, as it.is the mast reliable and <br />also has the added benefit of conserving water resources. The dry-land grasses will not <br />need water after they are established. During the period of establishing these grasses <br />they will be watered as often as needed using a water truck with spray bars. <br />2 - ~~~'r'~~'-~~==~ - As committed to during our testimony, Mark Haldorson <br />will obtain the required air permits from the Colorado Department of Public Health and <br />Envir ment, Air Pollution Control Division, for both the site and the.equipment used on <br />site. <br />s. These permits contain standard industry practice. During our poor <br />hearing ive crommitted to dust control spray bars on the equipment and the use of,a <br />water truck for the internal haul roads to aid in dust suppression. Finally, we committed <br />to chip-seal the entrance road from the apron at the entry of 6175 Road to the scale <br />house, a distance of approximately 200 feet The purpose of the chip seal is to remove <br />dust and mud from truck wheels and to prevent it from gathering on 6175 Road. <br />Air permits are issued by the State of Colorado for specific pieces of equipment and <br />each permit wiH have its own set of dust control guidelines, which are then specific to . <br />that piece of equipment. At this time we cannot supply any more detail as to speck <br />dust control measures because the equipment to be used on the site has yet to be <br />purchased. Because of the large up-front investment that purchasing the equipment <br />requires, Mr. Haldorson simply cannot purchase this equipment if the Special Use Pernik <br />applied for here is not issued: Nit is issued, he will then make the required purchases <br />and follow the State permk acquisition procedure and, as already stated, provide the <br />County with copies of those permits. <br />obtain air permits from the State without first having a Special Use Permit in hand... <br />We believe that the above. is as much detail as can be provided at this stage of the <br />process.
