Mr. Decker's area of expertise is ground and surface water hydrology and
water rights and injury thereto. He will testify regarding the adequacy of
hydrologic data collected and submitted by the applicant, and potential
impacts of applicant's proposed operations to area surface and ground water
systems, including quality and quantity, and the prevailing hydrologic
balance. Mr. Decker will further testify regarding status and potential injury
to owners of senior water rights that may be affected by the proposed
operations. Mr. Decker will further testify regarding applicant's proposed
measures to min;,,,ize disturbances to ground and surface water systems and
the prevailing hydrologic balance.
