Construction.Summarv: C-1 Haul Road. In accordance with Rule 4, ~ <br />Part 4.03.1(1)(d) of the Rules and Regulations of the Colorado <br />Mined Land Reclamation Board pursuant to the Colorado Surface <br />Coal Mining Reclamation Act 34-33-101 et.seq., I, James Gary <br />Schlenvogt, am a 1975 graduate in Civil Engineering, a Senior <br />Engineer with Peabody Coal Company's Western Division, and I have <br />been a Registered Professional Engineer in Colorado since October <br />1/, 1980. On October 8, 1987 and June 28, 1988, I was on site <br />and inspected this structure. <br />The C-1 Haul Road is an upper haul road ramp in the Wolf Creek <br />pit area, located above the C-2 Haul Road (see Exhibit 12-1, <br />Operations Plan). This certification covers approximately 2,720 <br />feet of the haul read. This haul road was completed in 1987. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the C-1 Haul Road and to satisfy the <br />requirements of Rule 4.03.1(1)(d) of the. Colorado Mined Land <br />• Reclamation Division. <br />To the best of my knowledge, based upon my professional expertise <br />and to the extent possible, this haul road at the Seneca Kline was <br />constructed in accordance with the prudent state-of-the-art ofi <br />earthen construction. rurther, the structure was constructed in <br />compliance with the approved design, to the extent possible, as <br />specified in Tab 12 and Exhibits 12-23, 12-24 and 12-24a of <br />Peabody Coal Company's mine permit. Sediment and runoff control <br />is provided by Sedimentation Pond 002. The haul road location <br />and horizontal alignment is shown on Exhibit 12-1, Operations <br />Plan. The vertical alignment is shown on Exhibit 12-23 and 12- <br />24, "C-1 Haul Road-As-Built". The road width is adequate for the <br />anticipated volume of traffic in this pit area (see Exhibit 7-14 <br />and Exhibit 12-24a). <br /> The road was constructed on bedrock grade, after topsoil was <br />• removed.
