Mr. C.J. Silvernale -3- November 29, 1983
4. The operator states in the November 23, 1983 response to f4LRD item
No. E-5 that irrigation will not be done in any of the areas since the
cattle rangeland proposed Should not require irrigation. The staff would
recommend that the Board drop this original permit commitment for upland
areas which are definitely grazing land, however, meadow areas adjacent
to the creek should be seeded with the hay meadow mix and irrigated until
established.
5. It is the staffs understanding that the operator will agree to
grading bottom lands adjacent to the creek such that drainage would be in
a generally downstream direction, rather than allowing drainage directly
back to the river.
6. In reference to the operators November 23, 1983 response to 'r1LRD
item No. 7, please describe the type of riprap used in the 100 cubic yard
placement, the specific location, length of bank affected and method of
placement.
7. On October ]0, 1983, the landowner, operator and representatives of
both parties present met with me at the project site to discuss the
amendment and past and present problems. It was noted that the material
above the competent inonzonite rock was unstable and would require
backsloping and random benching to create a stable condition. Please
revise that portion of the amended reclamation plan which states that
"Reclamation planning will be toward leaving the vertical walls at a
slope of 1/2:...".
8. Did the operator alter the course of the Saint Vrain Creek? If so,
what was the date of the channel change? Please address the benefit of
putting the Saint Vrain Creek back into its original channe] and filing
that portion of the stream channel that was constructed. Please keep in
mind that a 404 dredge and fill pemit would be necessary to backfill
this wetland.
E. Exhibit L - Reclamation Costs
1. Please provide cost data for obtaining sufficient irrigation
equipment and water to irrigate the hay meadow area for the period of
time outlined.
2. Please provide detailed cost data for backsloping and randomly
benching the unstable material above the competent monzonite rock in the
quarry's current state.
3. The staff is researching what it would cost to purchase and have
delivered sufficient topsoil/growth medium for replacement on all areas
to be re vegetated to a depth of 12 inches. This cost figure will then be
recommended to the Mined Land Reclamation Board as part of the total
financial warranty.
