Fa,Iili
October 27, 1977 ~ ~ I)
• Page 2
I .
!/
11. SOILS: Soils are typical of floodpains - alluvial loams. Vegetation
is also typical of floodplain pasture lands.
12. IJATER RESOURCE: Of the 120 acres, 63 acres will be reclaimed as "lakes".
The Division of lJater Resources determined that the 50
shares of Fulton Ditch water which have been acquired
for augmentation by Hazeltime, does not replace the total
annual evaporation loss, but tl~e 50 s}~ares should be suf-
ficient replacement during times of normal demand. lJater
Resources further recommended that the 50 shares be per-
manently attached to the 120 acres. Other water sources
for dust control and wash plant operation have not been
cited.
ac
~ ~
Concern has been expressed that this opecation will adverse-
ly affect shallow wells in the area. There is no evidence
to suggest that any significent~affect will occur to shallow
wells in the area. Me.~~e
13. STAFF SUPAIARY & RECOPAtENDATIONS: It should be noted that 2 written objections
were filed. One objection is in the form of a petition bear-
ing the signitures of 13 persons, stating their objections
and requesting to be }~eard. The other objection Baas filed
on behalf of Emily K. Ferguson by her attorneys.
The staff recommends approval of Haze.ltime's application
with the following stipulations:
'~A ~-kw ~ ~' Mime follow Water Resources recommendation
and permanently attach the 50 shares of Fulton Ditch
water to the 120 permitted acres.
~/~p ~~SSofr/
-~-^~that Flazeltimb demonstrate to the board the means by
which they will physically deliver the water to the
site.
~~ 3) that all topsoil and overburden stockpiles be seeded
~Nf'~d'' with a cover crop acceptable to the board for the
o(' ~ purpose of minimizing wind erosio~ and establishment
~y~ ~ of weeds. ~~~ -W..y"~^U~ OS5
~_ i n Q ~)'
~b~. 3 4) 'd'earer timetable for each phase be given.
3
}n1~ °'~ ( 5) that a different seeding mixture, acceptable to the
pit{^,`$0`te~_~ Board, be substituted to replace the straight crested
wheat grass given.
Bonding should be set at $13,000; this figure has been arrived at as follows:
Phase I - approximately 2O acres.
