Salt Creek Mining Company began the application process for the renewal of the permit in 1992.
• During the renewal review period the all of the assets of Salt Creek Mining Company were sold to
Grand Valley Coal Company. This new company was the new operator of the mine.
1992 LMU Formation
To allow for the logical development of the reserve block contained within the Munger Canyon
Permit area; as well as, the McClane Canyon Permit area, a Logical Mining Unit was formed as
described in accordance with the regulations contained in 43 CFR 3487. Along with the formation
of this LMU, a lease boundary change was made between Lease C-0125437 and C-0125439. The
change is shown on Exhibit A of the LMU approval document and supersedes boundary lines shown
elsewhere in this permit application. Incorrect Lease boundary lines shown on other Figures and
Maps will be corrected as each is revised.
The LMU approval document is contained in Appendix E. Paragraph 3.b. of the findings
document contains a statement that the R2P2's for the Munger and McClane Canyon Mines meet all
of the requirements of 43 CFR 3482.1(c).
The permit application has numerous references to the previous operators, Sheridan Enterprises,
Inc. and Salt Creek Mining Company that were to be interpreted as Grand Valley Coal Company,
• the operator during the 1992 permit term..
1997 Permit Renewal
During the 1992 to 1997 the Permit Term a detailed reclamation plan for the existing facilities
was developed. The detailed plan covered essentially all of DMG's questions about the proper way
to reclaim the existing facilities. Stipulations contained in the Permit Renewal document required
the operator to submit new operational plans before increasing the disturbances at Munger.
2000 Midterm Review
DMG requested that the operator address the future plans for the Munger Canyon mine site and
access road; as well as, the Loma Loadout, with respect to contemporaneous reclamation. These
plans are contained in Section 2.0 -Mine Plan. Additional changes have been made to reflect the
results of a new calculation of the existing disturbed area and the area to be reclaimed. The area has
not expanded but the new calculation shows some additional area when compared with previous
submittals.

M° Page I-4 10 - 13 -- 00
