<br />notified by phone of the approximate time at which the blast is to <br />occur. Upon detonation of the blast and after the appropriate time, <br />the blast is inspected for misfires and to be sure that the area is <br />safe to be entered by personnel and equipment so that mining can <br />proceed. An all clear signal consisting of along blast on a horn <br />is used. In addition, in accordance with Performance Standards <br />4.02.5, GEC Minerals also maintains signs which indicate that the <br />area is one in which explosives are used. A sign indicating the <br />described signals prior to blasting and after blasting are shown at <br />the entrance of the mine. <br />GEC Minerals, Inc. publishes a blasting schedule like the one shown <br />in Exhibit 2, Blasting Schedule, on a monthly basis. GEC Minerals, <br />Inc. has implemented pre-blast surveys for all structures within <br />1/2 mile of the mine area where requested. <br />• Copies of the pre-blast survey are located in Exhibit 3. <br />GEC Minerals, Inc. regulates the access to all areas which could be <br />subject to fly rock from the blasting area. The general mine area <br />is identified by signs and all access roads have restricted entry. <br />Only authorized personnel are allowed on the property. Signs <br />identify the area as a blasting area and describe the appropriate <br />warning and all clear signals. Prior to the blast, access to the <br />blast area is closed off and the area of the blast is cleared of <br />all equipment and personnel. In addition, all access is guarded <br />prior to detonation of the blastholes. <br />GEC Minerals, Inc. currently uses the explosive equation of Performance <br />Standards 4.08.4 (10) (b) (ii) to limit the number of blastholes <br />per delay in such that the peak particle velocity of 1" per second <br />is not exceeded. Atypical amount of holes which commonly would be <br />detonated per 8 milisecond delay is shown in Table 2.05-5, Blasting <br />Parameters, Overburden. <br /> <br />2.05-18 <br />
