THE COLORADO COLLEGE
COLORADO SPRINGS, COLORADO 60903
October 17, 1977
Colorado Mining Reclamation Board
1313 Sherman St.
Denver, CO, 80203
Ladies and Gentlemen:

Ot;7 1 61971
Cui;;. J~'Pi. cf fi~tura! P.esc^rces
I am writing to you in connection with the forthcoming Hearings pertaining to
the quarrying operations along the Front Range in the Pikes Peak reg:.on.
I would urge the following considerations on you:
1. In past years, in Public Hearings before the County Commissioners and other public
bodies,.Castle Concrete has made official statements that are at variance with
what the firm is presently requesting.
2, In my judgment, shared by many others, the reclamation efforts to date have been
totally ineffective.
3. When I served on the Colorado Springs City Council, we were taken on a tour of the
so-called Snyder quarry, and were assured that virtually none of i:he stripping
operations would be visible from the Pikes Peak region; that they shuld be shielded
by bermiag, etc, This has not been done.
4. While I understand that certain details of blsinese operations have: to be kept
confidential, it is not at all clear to me why reclamation time schedules and
proposed expenditures for reclamation purposes fall into that catE:gory. I believe
the public has a full right to know what is being proposed.
5. I believe that there should be a reasonable time limit on permits,. Thus, the issue
of extending permits should be subject to reconsideration within eI reasonable time
frame, and extension of permits should be contingent on performan<:e of what had
been promised in the way of reclamation the last time.
6. Finally, I urge you strongly to hold the Public Hearing on this i:;sue in Colorado
Springs. The firm, its representatives and its attorneys will have: no difficulty
travelling to Denver; but dozens of citizens who are vitally concerned would find
this difficult and time-consuming. I would urge th-~t the Hearings be held at a timA
and place which would enable members of the affected community to participate
effectively.
S' ce~ely y~µrs,
~~_
Fred :. _°ondermann
