of approximately 1 19% over the previously defined baseline condition. The differences between results of the <br />1986 and the 1447 evaluations are primarily attributable to the recently documented lower flows and improved <br />.water quality characteristics at site 69 and the higher-than-projected backfill discharge contributions that have <br />occurred. Data from station 1005, established under the Foidel Creek Mine permit as the Trout Creek Downstream <br />monitoring site, shows TDS concentrations have averaged 470 mg/I during the low-flow period over the previous <br />three years (1994, 1995, and 1996), less than half of the 1,063 mg/I calculated and well below the initially <br />projected level of 755 mg/I. <br />Alteration of Surface Water Ion Balance <br />Chemical analyses of surface water samples taken from undisturbed and affected areas for the baseline data <br />collection program indicated that mining may affect a change in the ion balance of water which discharges froth <br />the permit area. To document this change, data on major ion constituent concentration were collected from sample <br />sites currently receiving drainage from undisturbed (baseline) and disturbed (affected) areas at Mine No. I and in <br />Eckman Park. <br />The water quality data indicate a trend of increasing magnesium and sulfate components from baseline to affected <br />•a-ater. Tltis trend is attributed to disturbance of watersheds due to mining, since most of the sample sites <br />containing Itiglter magnesium-sulfate components are located in drainages below disturbed and unreclaimed areas. <br />Runoff, which flows over disturbed areas, is exposed to materials, which presumably contain more soluble <br />magnesium and sulfate elements than undisturbed ground. <br />• <br />1996 Permit Ren.
