• use the baseline data to adjust values from the Pinyon-Juniper Woodlantl refer-
ence area to revegetation standards more reasonable to the postmining caprock
community. This approach still seems appropriate, although in the case of
production it would result in an upward adjustment from the Pinyon-Juniper
Woodland reference area. If may be unreasonable to expect such production to
develop in the caprock area during the 10-year liability period.
