Building a reservoir in the valley as an additional front <br />range water supply. <br />We feel that neither of these options are appropriate for the <br />value of this area. <br />~An acceptable solution <br />~- <br />How many times does a pax•cel of land have to give of itself <br />for the sake of human use and profit? Should the project be <br />approved, we feel 28 years of intensive open pit mining is <br />enough. After this time, and after appropriate and <br />thoughtful reclamation, the land should be laid to rest. <br />Southwest Portland Cement. was initially unsupportive of an <br />Open Space donation. However, it appears that they may have <br />begun to change their view in this regard, and have recently <br />expressed the possibility of donating land in Dowe Flats to <br />the county, as designated Open Space. <br />*Ae strongly encourage the preservation of this vital habitat, <br />and urge Southdown Inc. t.o consider this course of action. <br />It is a win/win solution, as well as a fair and equitable <br />compromise on our part. <br />In our society today, we are often faced with trade offs <br />between economy and ecology. If Southdown were to mine the <br />land, to profit from such mining, and to provide jobs within <br />the County, considerable economic benefit would result. By <br />turning the land over to County Open Space after this long <br />-period of profit, the ecology-of the aFea-would-benef3-t-.--- <br />Although this would be a considerable compromise on our part, <br />it would be a sign of good faith on the part of both parties, <br />and represents a win/win solution. <br />Pitfalls to Avoid <br />Our primary concern with this type of solution is that small <br />disjointed parcels of land will be donated to Open Space. <br />We would not be comfortable with this. The parcel would need <br />to make "environmental sense", keeping wildlife corridors <br />and the eco-system as a whole intact. It would need to be of <br />such a nature that the entire valley would have a sense of <br />preservation. Post-mining reclamation plans would in some <br />
