• Bowie Resources limited <br />Permit No. 96DL103.7F <br />Initial Approval <br />Pape No. 4 <br />PARTICULATE EMISSIONS CONTROL PLAN <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR <br />ENFORCEMENT PURPOSES ON THE SOURCES COVERED BY THIS PERMIT, AS REQUIRED BY THE <br />AIR QUALITY CONTROL COMMISSION REGULATION N0.1. THIS SOURCE IS SUBJECT TO THE <br />FOLLOWING EMISSION GUIDELINES: <br />a. Mining Activities -Visible emissions not to exceed 20%, no oH-property transport of visible <br />emissions. <br />b. Haul Roads - No off-property transport of visible emissions shall apply to on-site haul roads, <br />the nuisance guidelines shall apply to oft-site haul roads. <br />c. Haul Trucks - No off-property transport of visible emissions except that when operating off <br />the property of the owner or operator, the applicable guidelines shall be no off-vehicle <br />transport of visible emissions. <br />• CONTROL MEASURES <br />Adequate soil moisture must be maintained in topsoil and overburden to control emissions <br />during removal. Watering shall be implemented if necessary. <br />2. Emissions from material handling (i.e. removal, loading, and hauling) shall be controlled by <br />watering at all times unless natural moisture is sufficient to control emissions. <br />3. Vehicle speed on unpaved roads and disturbed areas shall not exceed a maximum of 20 <br />m.p.h. Speed limit signs shall be posted. <br />4. Unpaved haul roads shall have an established control plan which may include: A frequent <br />watering schedule and/or chemical stabilizer application and/or further vehicle speed <br />reduction along designated roadway sections. The applicant shall keep the control plan on <br />file for inspection (upon request) by the Division or the Division's representatives. <br />5. Traffic shall be restricted to established roads where practicable. <br />6. Topsoil and overburden stockpiles shall be revegetated. <br />7. Short-term ambient monitoring may be required by the Division if it is determined that <br />refined computer modeling results in ambient standard violation by the source. <br /> <br />029/0009/024 <br />
