STATE OF COLORADO <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT oe eo <br />AIR POLLUTION CONTROL DIVISION ~,~'g <br />TELEPHONE: (3031 692-3150 <br />~erc <br />CONSTRUCTION PERMIT <br />PERMIT NO: 96DL103-4 <br />DATE ISSUED: MARCH 19, 1997 <br />ISSUED TO: Bowie Resources Limited, Bowie No. 2 <br />INITIAL APPROVAL <br />THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />Coal mine (underground, known as Bowie No. 21 and coal processing facility located in <br />T73S, R91 W, 3 miles northeast of Paonia, Delta County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />Coal loadout silo facility, loudout capability rated at 800 tons per hour; fully enclosed and <br />equipped with telescopic chute for reduction and control of particulate emissions. <br />• THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />QUALITY CONTROL COMMISSION AND THE COLORADO AlR QUALITY CONTROL ACT C.R.S.125-7-101) <br />e se ), TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS <br />DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. This source shall be limited to maximum process rates as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application. Annual records of the <br />actual production rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request. <br />Loadout of coal shall no[ exceed 800 tons per hour and 1,925,000 tons per year. <br />2. Emissions of air pollutants shall not exceed the following limitations (as calculated in the Division's <br />preliminary analysis); <br />Particulate Matter : .............. 3.40 tons per year and 2.40 pounds per hour. <br />Particulate Matter < 10 /rm (PM,o): .. 1.61 tons per year and 1.06 pounds par hour. <br />3. Prior to final approval being issued, the applicant shall submit to the Division for approval a <br />compliance plan and record keeping format that will outline how the applicant will maintain <br />compliance with the requirements of condition no. 2 and no. 3 listed above. <br />4. This source is subject to New Source Performance Standards requirements of Regulation No. 6, <br />Part A, Subpart Y, Standards of Performance for coal preparation plants, as follows: <br />. a.
