_ .____-_ <br />III'IIIIIIIIIIII III Doc Date:12/11/2001 <br />• SJE- 2.04.3 GENERAL REQUIREMENTS: SITE DESCRIPTION AND LAND USE <br />INFORMATION <br />The Meadows No. 1 Mine is located approximately five miles southwest bf the town of <br />Milner in Sections 23, 24, 25, and 26, T6N, R87W, Routt County, Colorado. The <br />permit area lies between elevations of 7300 and 7800 feet above mean sea level and <br />encompasses approximately 171 acres. The mine area is situated several miles south of <br />the Yampa River and at the head of a drainage area which drains to Gtass Creek, which <br />is west of Coal View Gulch. Annual rainfall in this general area is approximately 20 <br />inches per year. Maximum 24-hour rain fall recorded in this area during the period <br />from 1930 to 1960 was 1.64 inches. The one percent expected rainfall at the site is less <br />than three inches. <br />Land use (Map 3) in the area includes spring, summer, and fall rangeland for cattle. <br />One of the surface owners, John Eilts, utilizes the land as a portion of a larger working <br />cattle ranch with complimentary light industrial uses including free farming and oil well <br />• drilling and production. The other surface owner, Grassy Creek Coal Company, also <br />intends to use the land for a livestock operation. About 85 percent of the reclaimed <br />mine area is owned by Grassy Creek. <br />In addition to livestock grazing, the region encompassing the permit area is habitat for <br />mule deer, elk, and numerous other species including sharp-tailed grouse, golden <br />eagles, and migrating bald eagles. <br />Several areas within the permit area have been disturbed by mining (Old Pinnacle Mine <br />area) and recent oil and gas drilling activities. <br />• <br />Mid-Term Review -48- Revised 4/96 <br />
