~ <br />Le~D RECLAMATION BOARD MEETING .- ~~~ ~IIIIIIIIIIIIIII <br />January 21, 1974 999 <br />The Board convened at 9;00 A.M. Pionday, January 21, 1974, Members preesent <br />were Norman Blake, John Rold, and Andy Deborski, said members constituting <br />a quorum. The meeting was chaired by Norman Blake. <br />1. The United Mineral, Ltd. application was reviewed by Robert Jensen. The <br />area is one mile east of Greeley. Decker Drilling showed 15 million tons of <br />mineable gravel within the permit area. Several areas within the permit area <br />have already been quarried. The overburden is three feet thick with twenty- <br />eight feet of sand and gravel. A railroad spur will be built for tr~msport- <br />ing the material to Denver by unitrain. The reclamation plan is to i~uild a <br />Water Sports Country Club for Greeley and the college. A PUD plan h+as been <br />submitted and the area may eventually be annexed to Greeley. Almost the <br />entire permit area is in the flood plain of the Cache La Poudre River. Dikes <br />will be built along the river. John Rold questioned the impact of the dikes <br />(and channelization on upstream ponding. Mr. Jensen said they would hire a <br />f'r competent hydraulogist to provide a report on these matters. (We will receive <br />~~ (',~ a report for our file). They will also offer to deepen the river with their <br />RW,~ dredge, so that the channelization will improve the flow. <br />Mr. Mel Denner, attorney, stated they have approval from Weld Count~~, subject <br />to certain PUD conditions. It is zoned for agriculture which a11ow:3 mining. <br />They also have obtained a special use permit. The plan was also ap~~roved <br />by the City of Greeley, with certain conditions. All landowners in and on <br />the periphery of the area were notified and a hearing was held. These <br />people signed petitions of approval. There is still a hearing to be held <br />with the County Board of Planning Commissioners. <br />United Minerals hopes to begin dredging by the spring 1974. They would be <br />dredging and conveying at night also. This would be a special use request <br />with the County. <br />The PUD plan would eventually call for revegetation and home and a»artment <br />sites. <br />Tests conducted in nearby wells showed there would be no affect on the wells <br />from. the operation. <br />John Rold made a motion, seconded by Andy Deborski, to approve they applica- <br />tion of United Mineral, Ltd. contingent on county approval and agreement with <br />the operator, plus the hydraulogist's report on the flood plain modification. <br />The bond was set at $61,500. The motion carried. <br />2. Doug Case presented material on Specification Aggregates' application on the <br />hogback on the outskirts of Golden. The original excavations come under the <br />old act. John Rold mentioned that he thought the stockpiles were getting <br />larger. Doug Case stated that the n-eather had not been too cooperative and <br />that one-half of the material is being used as riprap for the Chatfield dam, <br />and the rest for aggregate, road base material, and fill material.. Their <br />affected area now covers 6b acres, The area is zoned C-Z commerc:ial and <br />their reclamation plan calls for terraces for buildings. Landscape engineers <br />recommended low-type vegetation. <br />
