Brown: <br />2 have completed my adequacy review of the limited impact permit application <br />for the above-captioned operation. I have several questions and comments <br />that I have organized on an exhibit-by-exhibit basis below. Any exhibits or <br />parts thereof not mentioned are considered adequate at this time. I have <br />tried to be as comprehensive as possible in this review such that our necessary <br />correspondence may be kept to a minimum. <br />This matter has been scheduled for the October 27-28, 1982 meeting of the <br />Mined Land Reclamation Board, to be held at the Colorado Mountain College, <br />_- 1402 Blake Avenue, Room 5 on the Second Floor, in Glenwood Springs. If <br />we can resolve the various matters discussed in this letter, however, this <br />application can be presented as a "no problem" matter, and you will not need <br />to be present at the meeting. Otherwise, you can call our Division on the <br />bfonday or Tuesday before the Board meeting to get a more exact time that <br />this matter will be heard. <br />Before the Board can consider this matter, the Division must receive two <br />items. The first is the publisher's affidavit proving that this matter was <br />( published for two sequential weeks in a Local newspaper. The second is <br />~ proof that all landowners and immediately adjacent landowners have been <br />sent a copy of the first publication by certified mail. You should send <br />the green certified mail return receipts (or copies thereof) to our Division <br />as proof of notification to all these landowners. <br />Exhibits B and C <br />1. Please provide more detail on the plans for topsoil salvage. The areas <br />of topsoil salvage should be delineated (on the map or in a narrative); <br />the depth of topsoil salvage should be given; the location of topsoil stock- <br />piles (away from drainages and the active mining and processing areas) should <br />' be shown on the map or described; the procedures for stabilization of the <br />topsoil stockpiles with a perennial grass cover crop (such as Western wheat- <br />~ ---~- ---..r-- ~- -•~ ~.. ~~~~ d„~ d race or s,uvu 1bs/acre on areas <br />sloping at 3:llor more would be more likely to promote successful revegetation. <br />J 9, What is the planned density of mountain mahogany in final reclamation? <br />If seeding of this shrub does not work, transplanting of seedlings may be <br />necessary. Please clarify your plans in this regard. <br />
