SHELTO N, Director <br />March 10, 1986 <br />Mr. Virgil Mitchell <br />Mitchell Concrete and Caisson Drilling, Inc. <br />299975 Harrisville Road <br />Calhan Colorado 80808 <br />Re: 110 Permit Applications: Mitchell Mine No. 1, File No. M-86-025, and <br />Freeman Mine No. 1, File No. M-86-026 <br />Dear Mr. Mitchell: <br />I have reviewed the above applications for adequacy and have the fo]lowing <br />questions and comments which must be addressed in detail at least two days <br />prior to the March 19-20, 1986 meeting of the Mined Land Reclamation Board. <br />Exhibit B Mining plan <br />1. Segregate topsoil from overburden and stockpile each separately. <br />Topsoil stored longer than one growing season should be graded to <br />slopes no steeper than 3H:1V and seeded with perennial cover. Please <br />specify the cover crop to be used. <br />Exhibit E Reclamation Plan <br />1. You have submitted reclamation plans suggested by the Soil Conservation <br />Service. Are you going to commit to implementing the guidelines <br />outlined by SCS? <br />2. No slopes shall be steeper than 2H:1V and as out]ined in your <br />applications any slopes steeper than 3H:1V will be terraced and/or <br />other measures taken to protect against erosion. <br />Given the early (March 20, 1986) Board meeting, if we can resolve these few <br />adequacy questions, I will recommend approval of these applications as "no <br />problem" items during the March Board meeting.
