• EXHIBIT C - PREMINING AND MINING PLAN MAPS OF
AFFECTED LANDS
Exhibit C-1, Surface Ownership (with its index), illustrates surface ownership for the property controlled
by Rio Grande and for the property within 200 feet of the Rio Grande boundary.
GCC Rio Grande will be approaching the mining operation at the Red Rock Mine in two phases. The
first phase, which includes 895 acres of disturbed azea, will involve mining in blocks designated as years
1-35. GCC Rio Grande is requesting a permit authorizing mining activities only in the first phase at this
time. The second phase will involve mining years 36-50, but only after GCC Rio Grande has initiated
operations, assessed the feasibility of proceeding with the operation, and engaged in the full permit
amendment process including public participation and reclamation bonding revisions.
Exhibit C-I.S, Mining Phases I & II, illustrates the two phases of mining planned at the Red Rock Mine.
Phase I illustrates the azea for which GCC Rio Grande is currently seeking permit authorization. Exhibit
C-2, Premining and Mining Plan Map, illustrates the fallowing:
• Existing topography and names and locations of creeks, roads, railroads, and buildings.
• The location of the proposed road and railroad spur to access the plant site.
• The proposed plant site and fill area (for relocating excess excavated construction soils).
• The property and resource boundazies
• The proposed surface mine area and production sequence.
• The location of the proposed bridge to be constructed over the St. Chazles River.
• • The proposed permit boundary.
• Telephone lines RECEIV

•
Power lines Ep
• Fiber optic lines ~U~ 2 4
• Stock fences
• Mainline railroad Division oI Minerals and Geolo

•
Access roads gy
• Stock ponds
• Stock tanks
The total azea within the proposed permit boundary is approximately 2,500 acres.
