These documents were previously provided to you by fax. The <br />following documents demonstrating administrative completeness are enclosed: <br />• An affidavit that the 112 Reclamation Permit Application was received by the Rio <br />Blanco County Clerk and Recorder. Also the Certified Mail Receipt and the U.S. <br />Postal Service Return Receipt documenting mailing and delivery of the <br />Application. <br />• An affidavit that the 112 Reclamation Permit Application was received by the <br />Garfield County Clerk and Recorder. Also the Certified Mail Receipt and the U.S. <br />Postal Service Return Receipt documenting mailing delivery of the Application. <br />• An affidavit that American Soda. L.L.P. (American Soda) posted notice of the 112 <br />Reclamation Permit Application at the Yankee Gulch Sodium Minerals Project <br />permit area. <br />• Documentation of the transfer of the Yankee Gulch Joint Venture Leases to <br />American Soda, L.L.P. including: 1) BLM's approval of assignment of the Yankee <br />Gulch Joint Venture Leases to American Soda and 2) Yankee Gulch Joint Venture <br />and American Alkali's assignment of the Yankee Gulch Joint Venture Leases to <br />American Soda. Copies of the actual leases were included in Exhibit N of the 112 <br />Reclamation Permit Application. <br />We are also enclosing documentation that copies of our January 26, 1999, letter to CDMG <br />indicating that all project ]ands subject to the 112 Reclamation Permit will be located <br />within Rio Blanco County were provided as follows: <br />• The Certified Mail Receipt and the U.S. Postal Service Return Receipt from the Rio <br />Blanco County Clerk and Recorder. <br />Natural Sodium Products For a Cleaner Environment <br />
