Woods Seegaae Ditch <br />Dear Sirs: <br />This letter responds to your Statement dated March 25, 1995 requesting tha3t Western <br />Mobile, Inc. pay you $423,360 for pumping of water that you claim to own. It also <br />responds to your offer to sell Western Mobile the I.C. Woods Seepage Ditch water <br />right. <br />Following receipt of your March 25 Statement, Western Mobile incurred ;substantial <br />legal and engineering costs investigating your claim for money from Western Mobile, <br />and your claim regarding the value of the I.C. Woods Seepage Ditch water right. <br />Western Mobile's lawyers have reviewed the decree for the I.C. Woods Seepage Ditch <br />and related documents and have reviewed the applicable law. Western Mobile's <br />engineers have investigated the facts, including participation in the April 25, 1995 <br />meeting in the field with John F. Glass, Sr. and his real estate agents, Dennis Gallegos <br />and Lloyd Wilson, to try to find the structures which you describe as the "ICWOODS <br />Water Rights System". In addition, our engineers have reviewed the decree and have <br />investigated the claims made in your prospectus dated June 30, 1990 titled "I.C. <br />Woods Water Right, LaPorte/Fort Collins, Colorado". <br />The following is a summary of our conclusions: <br />1. Western Mobile is not interested in purchasing the I.C. Woods Seep<~ge Ditch <br />water right or the "ICWOODS Water Rights System" (sometimes referred to as <br />the "l.C. Woods Drain"}. <br />2.
