Specific tasks have <br />included evaluation of irrigation water rights to support change of use procedures and <br />plans for augmentation and(or exchange, litigation support, expert testimony, field work <br />and interviews to identify present and historical use and operating conditions of water <br />rights, analyses of water right calls, crop consumptive use calculations and research, <br />statistical analyses of climatological and hydrologic records, irrigation return flow and <br />stream depletion analyses, research for population and water use projections, flood <br />routing, stream gaging, basin runoff analyses and hydrologic modeling. <br />Assisted the City of Black Hawk in water right and future depletion evaluations, provided <br />engineering support in obtaining decrees for new water rights and plans for augmentation <br />and exchange, including settlement negotiations and expert testimony. Performed <br />engineering analyses for change of use and place of storage for several reservoirs owned <br />by the City of Broomfield, Colorado. These involved evaluations of historical use, <br />including interviews with former water users, evaluation of aerial photographs, and <br />demand calculations; an operation study using a computer model to estimate the <br />dependable yield of the water rights under various conditions; trial preparation, expert <br />testimony, and settlement negotiations. <br />Assisted the Holy Cross Abbey with water supply and well pumping issues for its Trinity <br />Ranch Camp and Conference Center, including change of water rights, temporary water <br />Exhibit 8 <br />LEONARD RICE ENGINEERS.
