It is anticipated that the ditches would fill with sediment in one (1) or two (2) years following vegetation <br />establishment. <br />After bond is released from the No. SA portal area, the sediment pond will be removed. The pond will be graded to <br />blend in with the natural topography. The regraded area will be seeded with the rangeland/ wildlife seed mixture by <br />the methods previously described. <br />Overland Conveyor <br />All of the overland conveyor systems and facilities will be dismantled including supports and footings. All material <br />capable of being salvaged will be salvaged. The unsalvageable material may be placed at the toe of the faceup <br />highwal] at the portal area prior to backfilling and/or placed in the SA underground workings near [he portal entries. <br />The affected areas will be backfilled and graded with the adjacent spoil material from prior strip mining operations <br />and spoil from the conveyor activities. The post-mining topography of the area is presented in the Reclamation Plan <br />Map (Map 29). Upon completion of the backfilling/upgrading operations, the salvaged plant growth media, which <br />material will be salvaged prior to initiation of grading operations and temporarily placed adjacent to the area to be <br />regraded, will be redistributed over the area. The backfilling/grading operations will leave the area in a roughed <br />condition, which will minimize slippage of the top dressing. <br />The disturbed areas will then be drill-seeded with the appropriate land use seed mixture, rangeland/wildlife or <br />pastureland, for which the area is to be reclaimed. The seed will be applied with a rangeland drill at the rate of 17.25 <br />pounds PLS/acre for the rangeland/wildlife mixture and 17.0 pounds PLS acre for the pastureland mixture. If it is <br />necessary to apply the seed by the broadcast method, the seeding rate will be doubled. A straw mulch, applied at a <br />rate of two (2) tons/acre, will be spread over the seeded sites. The mulch will be crimped into the top dressing or a <br />tackifier applied to ensure its stability. Contour ditches or furrows will be constructed on the reclaimed slopes to <br />reduce erosion. The ditches or furrows will be approximately 20 to 50 feet apart and have check dams placed at <br />periodic intervals. The ditches will be maintained until the vegetation becomes established. It is anticipated that the <br />ditches will fill with sediment in one (1) or two (2} years following vegetation establishment. <br />No. 9 Portal Area <br />As previously discussed in Section 2.05.3, Operation Plan -Permit Area, an additional waste disposal site is planned <br />for the backfill area at the No. 9 Portal. Therefore, reclamation activities at the No. 9 Portal will be an ongoing <br />process. However, the original post-mining land use planned for the No. 9 Portal area will remain as cropland, and the <br />seed mixture in the revegetation plan presented later in this section will remain intact. However, the No. 9 portal area <br />may be seeded with the pastureland seed mixture if this land use coincides with adjacent land use. The seed mixture <br />will be determined a[ the time the site is reclaimed in accordance with the present land use (i.e. cropland or <br />pastureland). <br />It is currently envisioned that the shop/office building, scrapyard, and associated pad will remain intact until EC no <br />longer needs these facilities. However, prior to any backfilling, facilities including the eiectrica] equipment, surface <br />coal haulage equipment (conveyor belt system), ventilation equipment, and miscellaneous mining scrap located in the <br />portal excavation were removed from the site. <br />Topsoil, which was stockpiled on the berm surrounding the portal excavation, will be salvaged and temporarily stored <br />until it is ready to be redistributed over the regraded area. The stockpiled topsoil will be seeded with the appropriate <br />topsoil stockpile seed mixture. <br />The portal entries, located at the bottom of the portal excavation were covered with 15 feet of material.
