<br /> <br />Letter to Kurt Nielsen 8 April l8. 1999 <br />a) Provide dimensions and building materials information for the Test Mine Facilities buildings. <br />Also provide slab thickness and footer dimensions, not only for the Test Mine Facility, but also <br />for the buildings proposed for the Piceance Site processing facilities (this foundation <br />information is currently lacking in Exhibit L to the permit application). Also provide an <br />estimate of the volume of earth that would have to be moved to backflll and grade the Test Mine <br />Facility at the time of reclamation. <br />b) Provide a monitoring plan for the Test Mine Facility ponds including types of monitoring <br />conducted, frequency of monitoring, and action criteria for allowable leakage rates and <br />minimum freeboard. <br />c) Provide an estimated volume of pond liner and residue that may require removal at the time of <br />reclamation. <br />14. DMG is currently working through a reclamation cost estimate for the Yankee Gulch Project. Once <br />the bonding related information requested in this letter is provided, the cost estimate will be finalized <br />and presented to American Soda. The cost estimate will be the basis for the amount of reclamation <br />bond to be required for permit issuance. In accordance with Rule 4.2.1(8), the amount of bond held by <br />the Mined Land Reclamation Board may be reduced by subtracting the amount of reclamation bond <br />held by BLM from the estimated cost to reclaim the site. <br />l5. DMG will contact American Soda to schedule apre-operational inspection of the Piceance Si[e <br />prior to permit issuance. <br />The memo written by Harry Posey that is enclosed with this letter has been edited to exclude potentially <br />confidential information under Rule l.3(3). American Soda and Steigers Corporation aze being sent the <br />unedited version of the memo under sepazate cover. <br />Please follow the submittal requirements of Rule I.8 when filing responses to the issues raised in this <br />letter. If a heazing before the Mined Land Reclamation Boazd is required under Rule 1.7.4(2), then all <br />technical revisions to the application must be filed no later than May 14, 1999 to allow a hearing to <br />proceed during the June, 1999 meeting of the Mined Land Reclamation Board. <br />If you have any questions, please contact me. <br />Sincerely, <br />`~L l._~ <br />Atlen C.
