<br />Backfill generated on the site will include concrete, silts and clays from the materials washing <br />operation and non-mazketable fine material. These backfill materials will be compacted on the <br />floor of the processing azea and buried along the Lakeshore. <br />Inert fill generated off the permit azea will also be brought onto the site as backfill. This material <br />could include concrete, soil, brick, and limited amounts of asphalt. Generally any asphalt <br />brought in will be recycled into new product. These off-site inert materials will be disposed of in <br />a similaz manner as those generated on-site as described above. Since this material is inert, there <br />will be no release of pollutants. This reclamation plan identifies off=site material to be used as <br />backfill. Therefore, no further notice to the Division is required. <br />Rater -General Requirements <br />Disturbance of the azea will be done to minimize the effect on the prevailing hydrologic balance <br />as follows: <br />a. The operator shall comply with all applicable Colorado water laws. <br />b. The operator shall comply with all applicable federal and State water quality laws and <br />regulations. <br />c. The operator shall comply with all federal and State requvements for dredge and fill. <br />d. The operator shall regrade all sediment in siltation structwes after mining is completed. <br />Groundwater -Specific Requirements <br />The operation will not affect groundwater quality on or off the site. The operation will comply <br />with all State groundwater quality standazds. The Baseline Resource will be operated similaz to <br />the applicants Tucson Resource, which is adjacent to this permit application, where there have <br />been no water quality violations or problems. <br />In the wash plant, water will be recycled to a settling pond. Flocculants may be utilized to assist <br />in the settling out of suspended solids. Flocculants used will not contain hazardous or toxic <br />materials. The water recycled in the washing operation will not be released into any waterways. <br />The clays and silts salvaged from the washing operation may be used as fill material if the Phase <br />1 hole becomes filled. <br />All chemicals and materials used in the concrete and asphalt plants will be stored and handled <br />properly according to sepazate permits with the Colorado Department of Health. <br />Due to the absence of any pollutants, groundwater quality monitoring is not required in this <br />operation. <br />E-2 <br />
