No <br />vegetation will take place on haul roads, storage areas, <br />or other areas within the Zones 1 or 2 until such time as <br />'~ these areas are not needed for further operations. <br />• D. The reclamation plan is based on the general physiographic <br />character of the area, the existing uses of the site and <br />adjacent lands, and the capabilities of the site and <br />soils to sustain the proposed revegetation. Its purpose <br />is to secure a quickly established growth cover to hold <br />~ . soil and provide a diverse and effective base for natural <br />regeneration of other natjve species not used in revegeta- <br />• tion.
