1 OVERVIEW <br />• <br />The Pittsburg & Midway Coal Mining Co. ("P&M") Edna Mine is located in Routt County <br />approximately 4 miles north of Oak Creek, CO. Due to the recent revision of the Rules and <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining ("Rules") P&M's Edna <br />Mine is required to develop a Noxious Weed Management Plan ("Plan"). This plan meets the <br />guidelines of local, state, and federal agencies, and is consistent with Routt County, Division of <br />Minerals and Geology ("DMG"), and State of Colorado weed management goals. <br />The DMG prepared a guideline for the management of noxious weeds on coal mining operations <br />(Appendix A). Routt County has developed a Noxious Weed Management Plan (Appendix B) to <br />comply with the State of Colorado's Noxious Weed Act. Both of these documents as well as the <br />Colorado Noxious Weed Act, Rules pertaining to the Act, and other resources were consulted in <br />development of [his plan. <br />The Edna Mine is an inactive coal mine site in final stages of reclamation. The site is fully reclaimed <br />and the first of two years of final vegetation bond release monitoring occurred in 2005. The permit <br />azea consists of grazing and wildlife habitat, an improved access road, and some shop facilities. Weed <br />• management activities will be conducted on lands located within the DMG permit area, <br />The Edna Mine will comply with the weed control regulations, guidelines and permit stipulations <br />from the DMG, Routt County and [he State of Colorado through implementation of this Plan. <br />Periodic reviews and updates to this Plan will be completed as necessary to keep it current with <br />noxious and pest weed control issues. <br />2 A STRATEGY FOR WEED MANAGEMENT <br />Weed management must be applied and evaluated over an extended period of time to be successful. <br />Most successful weed management systems require intensive input for several growing seasons, <br />followed by continued long-term efforts at variable levels of intensity. Weed infestations occur over <br />time and involve plant species that are very persistent. Weeds typically produce prolific amounts of <br />seed that is viable for several years. Many weeds aze capable of reproducing vegetatively by <br />extensive rhizoma[ous root systems that are difficult to eradicate. Therefore, infestations are difficult <br />to control and aze seldom successful in a single growing season.
