Doc Date;lyt 20/„ ~,
1998 GEOTECHNICAL DRILLING PROGRAM (MR#244/245)
SYLVESTER GULCH FACILITIES AREA
n

•
SCOPE OF WORK
Mountain Coal Company (MCC) proposes 24 boreholes for the 1998 Geotechnical
Drilling Program to be completed in Sylvester Gulch and the Lower Refuse Pile area to
investigate future building sites. Drilling will begin July 6, 1998, and is estimated to be
completed by September 30, 1998. Some of the boreholes will be completed as
inclinometers or piezometers, and the remainder will be abandoned.
Drilling Program
Twenty-four (24) soil borings are proposed for this drilling program. Seven (7) holes
will be completed as piezometers and four (4) holes will be completed as inclinometers.
The holes will be drilled with an approximate 7-inch outside diameter, hollow stem
auger. The piezometers will be completed to a one-inch (1) diameter and the
inclinometers will be completed to athree-and-a-half (3 %i) inch diameter. The
piezometers and the inclinometers will be cased with PVC. A truck mounted CME 75
drill rig will be utilized to drill the holes. No water will be used in the drilling process, so
mud pits will not be required. All soil borings and roads will be located outside of areas
designated as wetlands.
Earthwork and Sediment Control
To the extent possible, existing roads, including drill roads constructed last year under
MR#218, will be utilized to access the soil boring sites. However, some additional
roadwork will be required for access. The locations of the new roads are identified in
green on the enclosed map. The roadway will be approximately 10-feet wide. Lengths
of new roads are provided on the summary table. No drill pads will be necessary, as the
holes will be drilled along the roads. Vegetation will be removed as necessary. Topsoil
will be windrowed along the road corridors. Total disturbance is estimated to be
approximately 0.5 acres.
Surface water will be managed by ditches, culverts, and berms. One temporary stream
crossing will be required for access and is shown on the enclosed map. The crossing will
be a 24-inch diameter ADS pipe. Sediment and erosion will be managed with silt fence,
straw bales, or other appropriate sediment control structures.
Reclamation
All drill holes not completed as piezometers will be abandoned immediately in
accordance with Rule 4.07.3(1) or (2), depending on whether water was encountered
during drilling. The piezometers and inclinometers will be part of a long-term
monitoring program as MCC continues to develop designs and plans for additional
Exhibit 69
III IIIIIIIIIIIIIIII
sss
June 1998
exh69mr2J4 doc
