~~OUNTAIN COAL
~ ~`° COMPANY~.~t:.
A Subsidiary of Arch Wes[em Resources, IZC
West Elk Mine
P O Box 591
5174 Highway 133
Somerset, CO 81434
(970)929-SOTS
Fax (970) 929-5595
MCC Response: MCC has provided a discussion regarding the proposed monitoring.
New Comment: Changes in the PAP text state in several places that Mountain Coal Company will begin
monitoring certain streams a yeaz before mining is planned in that area. Please emphasize in the text that
baseline-monitoring data for these streams that were collected in the past, and MCC suspended monitoring until
a yeaz before mining started. This will make it clear within the text that baseline data exist for the principle
streams in the SOD area. Furthermore, the Division suggests that MCC consider resuming monitoring these
sites or at least to committing to a date within the permit application.
MCC Response: MCC described the monitoring plan on page 2.04-80 and Table 9 pages 2.04-82
through 85.
~~ 39. Response accepted.
~g 40. Response accepted.
5 ~ 41. That information appeazs in Exhibit 32B. Response accepted.
' ~ X42. Original Comment: On page 2.04-88 the discussion relating to drainage basins indicates that basins
#33 and 34 lie outside the zone of influence of planned SOD mining. That does not ft with what is
shown on the map In Figure 1, exhibit SSA. Please check and revise or explain as necessary. (That may
also apply to basin #4.)
MCC Response: Additional information was added to clarify the drainage basins.
New Comment: Table 1 of Exhibit SSA still shows the proposed panel E9 directly beneath basins 33 and 34.
Please review and resolve.
MCC Response: Exhibit SSA was intended to show potential impacts to stream channels due to mine-
induced subsidence. Table 1 of Exhibit SSA has been updated to reflect that the evaluation was
performed on stream channels within the basins shown on Figure 1. Although the Division was
correct to point out that some portions of Basins 4, 33, and 34 lie overtop of the mining layout, none
of the stream channels will be affected by mining. To be certain of this, all three-stream channels
were modeled to verify that they would not be impacted by subsidence. A footnote was added to Tab[e
1 to reflect that the channels ojBasin Nos. 4 and 34 are outside ajthe influence of mining even
though portions of the drainage basins overlie mine workings.
~j~43. Response accepted.
;I/ 44. Response accepted.
/~ 45. Baseline data was discussed in the text. Response accepted.
• J~46. Original Comment: The section refers to the approved adjudication plan in section 2.05.6(3)(b) but that
section does not appear in the Table of Contents. Please confirm and add to the TOC.
MCC Response: MCC has previously included the adjudicated augmentation plan in the PAP at
Exhibit 52.
