(MCC), West Elk Mine; Environmental Assessment (EA) - <br />Coal Methane Drainage Project, Panels 16-24, Condition Of Approval No. 48. <br />Deaz Ms. Speaz: <br />MCC is submitting this letter, requesting a waiver from the requirement, listed in Fire Restriction <br />Order 02-04, Item No. 5, of No Welding or Cutting, and the attached Accidental Ignition Emergency <br />Plan to address Condition No. 48 of the Conditions of Approval in the aforementioned EA Document. <br />The document has atwo-fold purpose, to address the Condition of Approval and serve as the fire <br />prevention and suppression plan for the project. <br />MCC's request for the waiver from the Fire Restriction Order 02-04, Item No. 5, is necessary and <br />prudent so that MCC can make repairs on equipment on USFS Lands. First, the azeas where welding <br />and cutting would be required aze cleazed of any combustible material. Secondly, the use of any of <br />welding and cutting equipment would be closely supervised, and finally, MCC has a Hot Work Pernvt <br />process that our personnel follow to ensure that no explosion or ignition occurs.
