MCC is submitting this letter, requesting a waiver from the requirement, listed in Fire Restriction
Order 02-04, Item No. 5, of No Welding or Cutting, and the attached Accidental Ignition Emergency
Plan to address Condition No. 48 of the Conditions of Approval in the aforementioned EA Document.
The document has atwo-fold purpose, to address the Condition of Approval and serve as the fire
prevention and suppression plan for the project.
MCC's request for the waiver from the Fire Restriction Order 02-04, Item No. 5, is necessary and
prudent so that MCC can make repairs on equipment on USFS Lands. First, the azeas where welding
and cutting would be required aze cleazed of any combustible material. Secondly, the use of any of
welding and cutting equipment would be closely supervised, and finally, MCC has a Hot Work Pernvt
process that our personnel follow to ensure that no explosion or ignition occurs. MCC is submitting
the Accidental Ignition Emergency Plan to address MCC's responsibilities should a fire be located or
identified by MCC while performing normal methane drainage well operations.
