The plan includes erosion and sediment control <br />measures; however, any erosion or sedimentation problems related to the staging area, roads, or <br />other disturbed areas will be addressed on an as needed basis. If the two stock ponds become <br />silted in, they will be cleaned to ensure that sediment transport to Flag Creek is controlled. <br />Comment 2, regarding reclamation of the staging area. <br />Response - Plans include reclamation of the staging area. <br />Comment 3, regarding tillage prior to planting and livestock grazing. <br />Response - As stated in the reclamation plan, soil bed preparation .... will include ripping to <br />loosen soil. The seed will be broadcast on the surface and tilled (harrowed) prior to placement of <br />the landscape matt. Seed will be drilled where practicable and hand broadcast in other areas. <br />Seed rates are given for both hand broadcast and drilled methods. The condition of the prior <br />mine permit was to limit livestock grazing for 1 year. The new request is to limit grazing for 2 <br />years. The operator agrees that this would be best; however, ultimately the decision is up to the <br />rancher and he will not be the holder of the reclamation bond. It he decides to graze the newly <br />reclaimed azea, there will be nothing the operator can do about it. <br />Comment 4, regarding a weed management plan. <br />Response - There is already a significant problem on this ranch with thistle invasion. The <br />operator is willing to formulate and implement a weed management plan for the mine area; <br />however, it will be useless unless the rancher also implements a property wide weed management <br />plan at the same time. Attempts to contact Paul Burgell at the Rio Blanco Weed Department <br />have been unsuccessful to date.
