<br />IV. WITNESSES AND EXHIBITS <br />Parties will be permitted to testify and time for each will be allowed as more fully set <br />forth in Section V. The time limits established by this Order will be strictly observed. <br />Parties may call witnesses endorsed in the Pre-Hearing Statements submitted to the Board. <br />If a party seeks to offer the testimony of a witness who has not been endorsed in a Pre- <br />Hearing Statement, that witness will testify at the discretion of the Board only. <br />Descriptions of all exhibits to be presented at the public hearing, and names and <br />addresses of proposed witnesses for the public hearing, shall be submitted by January 22, <br />1998. Each party shall submit one complete packet of exhibits to the Division's Durango <br />Field Office. In addition, each party shall bring to the hearing ten (10) copies of the <br />exhibits to be submitted at the hearing. Adequate descriptions of exhibits shall consist of <br />the following: <br />1. References to statutes, regulations and legal precedents may be by citations only. <br />However, a complete copy must be submitted at the formal public hearing; <br />2. References to the permit application shall be cited by section of the application; <br />3. All other exhibits must be a complete copy; and <br />4. Briefs and arguments shall be a complete copy with exception of items 1 and 2 as <br />noted. <br />Any party who is unable to attend the formal public hearing may submit a written <br />statement by January 22, 1998. Such statements must be submitted to the Durango Field <br />Office and to all other recognized parties to this action. <br />V. PROCEDURE <br />The hearing shall proceed and matters shall be presented as follows. Time limits set <br />forth in this Order are maximum limits and shall be strictly enforced. At the discretion of <br />the Board, these time limits may be altered, if appropriate. <br />Preliminary Matters <br />The Pre-Hearing Conference Officer will present this Order to the Board for <br />amendment and/or adoption. At this time, the Board will also resolve any objections <br />to the content of this Order. <br />6 <br />
