The cover standard detailed above <br />also solves the problem of a cover standard derived from only the herbaceous component of <br />a reference area heavily dominate~d by woody vegetation which Ss too low, or a standard <br />derived from the same reference area using herbaceous and woody vegetation cove[ comYlned, <br />which is unreasonably high. <br />The cover success standard for the concentrated shrub and tree establishment sites will be <br />based on the weighted mean herbaceous cover for the aspen, mountain brush, and sagebrush <br />types occurring in the Yoast Mine extended reference area. Herbaceous cover data will be <br />collected from the three designated reference area vegetation types and the mean cover <br />values for each type multiplied b}' that community's premi ne acreage. The products of each <br />will be added and then divided by [he premine acreage total for the three designated <br />reference area types. The resulting weighted herbaceous cover value will be compared to <br />the average vegetation cover determined from the concentrated shrub and tree establishment <br />sites.
