. INTRODIICTION <br /> Haul Road B construction was initiated dun nq the summer of 1996 in pre pa cation for coal <br /> haulage in November 1996 from the Yoast Mine. The road was actually completed in the <br /> summer of 1997 follawi ng the deadhead of the 650 dragline from the Seneca fI Mine to the <br /> Yoast Mine in October 1396 and [he wi nier weather conditions that follcwed. All <br /> salvageable topsoil was removed from the tlisturbance areas and eithe[ stockpiled or <br /> windrowed and replaced up on completion of the fr na] toad slopes. Table 13-3 contains the <br /> as-built culvert summaries as well as information on Exhibits 13-11.1 io 13-11.2. 'Chic <br /> certifi ca`io.^, rovers appr ex.i mat e'_y S, E00 feet 11.06 miles; of Haul .Read 9. <br />CONSTRUCTION SUMMARY <br />In accordance wish Rule 4, Part 4.03.1 (1)(d) of the Rules and Regulations of the Colorado <br />Mined Land Recla ma Cron Board pursuant tc the Cole rado Surface Ccal Mining Reclamation Act <br />3q-33-101 et. seq., I, Michael G, Altavilla, he[eby certify that the construction of Haul <br />Road B was inspected by myself. I, Michael G. Altavil la, am a 1984 grad uaie in mining <br />engineering and I have been a Registered Profess icnal Engineer in Colorado since 199'_. I <br />visited ±he site on nume m us occasions du ang the construction pun od. <br />• I visited the co nsirucu on site on a weekly basis over the entire length of the project. <br />Activities whi ch we[e observed during *_hese weekly inspections included topsoil removal, <br />the placement of fill and Gase ma [erials acco rdiny io the approved design and <br />sped ti ca ti ens, as well as the installation of the appropriate culverts. Al] acii vi ties <br />were conducted L~ accordance with prudent state-of°-the-aa eeather, cons[ mcti on <br />methodologies. <br />The purpose of my ins peciions and ce ciificaticn was to ensure proper roost cu ction of Haul <br />Road B and to satisfy the requirements of Rule 4.03.111) (d) cf the Colorado Mined Land <br />Reclamation Division. <br />To the best of my knowledge, based upon my ptofes sional es pe rt ise and to the exLenC <br />possible, this haul road at the Yoast Mrne was constructed with prudent slate-of-the-art <br />earthen construction. Eu rt he e, the structure was constructed in compliance with the <br />approved design, to the eaten[ possible, as specified in Tab 13 of the approved permit. <br />Drainage control is provided by the appropriate culverts and ditches. <br />f 1 <br />
