1 <br /> <br /> <br /> <br /> <br />D.10.7 Fencing and Security <br />The leach pad pond area will be fenced with a <br />seven-ft high barbed wire fence with 36 inches of hog <br />wire at the base. The fence will have signs every 100 <br />ft indicating the use of cyanide. Signs will be lettered <br />in both English and Spanish. <br />The mill building access roadway will be secured <br />with a security gate. Lockable gates will be placed on <br />main haul roads to prevent unauthorized access during <br />nonoperating periods. Cyanide flo-bin storage area will <br />be fenced with a chain-link fence and locked gate. <br />' The mill will be operated 24 hours per day, year- <br />, round and mill personnel will be on site at all times. <br />D.11 Proiect Work Force <br />The work force necessary for the San Luis Project is estimated <br />at 50 to 70 people. The employment level will be maintained year- <br />round except for a few seasonal workers involved in site reclamation. <br />D.12 Accidents and Emeraencv Response <br />' The heap leach and mill facilities of the San Luis Project have <br />been designed as a closed system. In the unlikely event of a spill <br />at the mill facilities or the heap leach, the solutions would flow <br />downgradient to the leach pad pond system. Barrels of hypochlprite <br />' or other neutralizing agent will be kept at the mill facility to <br />neutralize any spills of cyanide solutions. <br />In the event of a spill, the following people or agencies will <br />' be notified: <br />' D-73 <br />
