Doerfer
RE: Review of Staff Decision on Virginia Acres Pit, United Companies,
File No. M-90-021
You asked me to review the hydrologic aspects of the above-referenced
application which was originally permitted by Mike Boyd (lead) and Tom
Schreiner (hydrology). I reviewed the permit app]ication materials and also
visited the site during an inspection trip to Mesa County in November, 1990.
After conducting this review, I have concluded that the hydrologic concerns
were correctly identified and the final plan meets the requirements of the
Regulations and Act. A 100-foot setback from the Colorado River was
approved. Existing revetment of the riverside bank, although composed of a
variety of materials, should act to control the channel in this location for
all but major flood flows. The channel is fairly straight through this
section adjacent to the pit. The operator will be responsible for maintaining
the channel reinforcement if any damage were to occur.
If you would like to discuss this further, please contact me,
J TD/y j t~
5406E
