adequate Notice of Intent to Explore in accordance with the Rules and Regu-
lations of the Colorado Mined land Reclamation Division for Coal Mining,
adopted in accordance with the Colorado Surface Coal Mining Reclamation Act,
C.R.S. 34-33-101 et seq. The Division further finds that the proposed project
qualifies as coal exploration (a)* with substantial disturbance, or
(b)* without substantial disturbance to the land, and that all performance
requirements, if any, have been satisfied.
