The SCS (NRCS) recommended revegetation plan includes a seed mix that can be improved <br />upon by substituting Western Wheatgrass (a specie making up a significant portion of the local <br />natural plant community) for the Switchgrass not commonly found on such a dry range site, <br />unless there aze moist areas. Also Galleta grass is an important native specie of this region and <br />should be included in a mix. Your outline of the sequence of each stage or phase includes scarifying if necessary. It is <br />understood that this scarifying is of the plant growth medium. If this is not so, please inform us <br />of the use of the scarifying operation. The Division recommends that the operator commit to <br />ripping the pit floor to a depth of at least 6" - 8" prior to replacing topsoil. This will break up <br />the shale and allow for better root and water penetration. This will also provide for some <br />mixing with topsoil to prevent an abrupt hardpan-like barrier in the artificial soil profile. This <br />operation should be very beneficial in helping to establish the grasses quicker and in a thicker <br />stand. Please commit to this change or provide your plan to deal with having hard shale close <br />to the surface and interfering with plant root growth and water penetration.
