Witte. P.E. <br />Dnision Engi,uer <br />At your request, I reviewed a blasting plan for proposed rock quarry located <br />approximately 150 feet southeast of the recently completed Trout Creek Dam. After <br />reviewing the technical data supplied by ACA Products and a report prepared by <br />Revey Associates, Inc., it appears that the blasting will have minimal effect on the <br />Roller Compacted Concrete (RCC) dam. In that both the dam and the proposed rock <br />quarry are owned by the same person, Mr. Paul Moltz, and the fact that by state <br />statute the safety of the dam is the responsibility of the owner, I have no objection to <br />the blasting as it is currently being proposed. I would encourage the owner to perform <br />some careful monitoring of the dam in addition to the seismographic recorders which <br />have been proposed. It is my recommendation that the following monitoring be <br />performed after each blast is executed in the proposed quarry. <br />The piezometers should be read before and after each blast and recorded <br />along with the current reservoir water surface elevation. A sudden <br />increase in the water level elevation in either piezometer could indicate a <br />significant problem. <br />All of the current seepage through the RCC lift joints and around the rock <br />abutments should be collected, measured and recorded. A sudden <br />increase in the seepage flow could indicate a significant problem. <br />3.
