High visibility of the operation <br /> will be unavoidable from properties south of the river on the <br />' bluff. Noise reduction measures should be submitted. <br />' The proposal indicates the operation will not begin until 1993 <br />and will continue for 5 years. The petitioner has agreed to <br /> construct the public trail with road base firom the site within <br /> two years ofi permit approval or one year from commencement of <br />' operations to provide access to the County open space, the <br /> River, and link with the fiuture State park. Ifi after three <br /> years firom the date ofi issuance ofi the conditional use permit <br /> no material has been extracted, and no extensions have been <br /> granted, the permit will expire per section 10.7.21 of the <br /> Land Use Code. <br /> d. STAFF RECOMMENDATIONS: Approval, subject to: <br /> 1. Submittal of the number of trucks proposed to <br /> enter and exit the site daily; <br /> 2. Hours'of hauling limited to 8:30 a.m. to <br />' 5x00 p.m.on school days; and pit operations from 7x00 a.m. <br />to 7:00 p.m. <br /> 4. Clean-up of the site and banks as suggested <br /> above; <br />' S. Dedication of a 100 fleet wide public trail <br /> easement as described above; <br /> b. Construction ofi the trail within two years of <br /> permit approval, or one year ofi commencement of operations <br />' 7. Leaving as much of the County open space parcel in its <br /> present state as possible, and working with the Colorado <br /> Division of Wildlife to design this area for improved <br />' wildlifie habitat; <br /> 8. Submittal of a buffering, signage, fencing, dust <br /> suppression, and noise reduction plan fior the <br /> operation; and a landscape and revegetation plan <br />' for the reclaimed gravel pit and adjacent areas; <br /> 9. Compliance with Section 10.7 - Operation and <br />' Rehabilitation for All Mining Operations; <br />10. Obtaining all required state and federal permits; and <br /> 10.
