Box 155 <br /> Woodland Park, CO 80866 <br /> HE: Carl Quinn Quarry Placer Claim <br /> Road Access <br /> Dear Mr. Quinn: <br /> The existing access from State Highway 67 to your patented mining claim is via <br /> a Douglas County Road, Forest Service Road No. 348, and a privately maintained <br /> access road. Prior to receiving patent to your claim, you were authorized to <br /> maintain the private access road across National Forest System land under <br /> authority of the Forest Service regulations governing use of Forest lands in <br /> connection with operations authorized by the U.S, mining laws (36 CFR 228) . <br /> Now that you have received patent to the claim, these regulations no longer <br /> apply. <br /> Your right of access to the claim is now governed by Forest Service <br /> regulations dealing with land uses (36 CFR 251 , Subpart D). A copy of these <br /> regulations are enclosed. These regulations provide that landowners shall be <br /> authorized such access as the Forest Service deems to be adequate to secure <br /> them the reasonable use and enjoyment of their land. We have determined that <br /> continued maintenance and use of your existing access road is necessary in <br /> order for you to continue quarry operations.
