Page 2
18 December 1979
for 41 years (Crystal Mill Site: Patented in 1933) It is
anticipated that this area should remain a commercial-industrial-
mineral processing site. The immediate vicinity is surrounded
by numerous patented and located lode mining claims, all of which
represent future potential mining development which will require
a processing site and rail head loading facilities witYinlines.
Reclamation should occur after all mineral processing needs
are exhausted, at which time buildings be salvaged and removed,
timbers and scrap iron salvaged, mineral stock piles leveled
and blended with surrounding topography, haul roads scarified
and blended with revegetation of all affected lands.
Exhibit F-1: Reclamation Plan Map
U.S. Soil Conditioning Company requests not to furnish
a precise Reclamation Plan Map until such time that this area
ceases to be a mineral processing site.
Exhibit G-1: Water Information
The mineral processing site utilizes water from
'Lionelle Well No. 2', Case No. W-3238, for commercial and
industrial purposes at 40 g.p.m. (see enclosure - ruling of
referee). This well is 111 feet deep.
Water from this well is used for dust control on haul
• roads and for the operation of the 'scrubber' at the fertilizer
plant. The 'scrubber' operates as a closed system with its own
storage tank.
Operations at the fertilizer plant and crusher site are
not expected to directly affect surface or groundwater systems.
The fertilizer plant site is flat lying and not subject to surface
runoff waters. The crusher site is situated at the base of a
hillside and is an enclosed facility to include a metal shed
which covers the mineral stock pile. Other smaller 10 to 40
cu. yd. stock piles currently exist on affected lands on the flat
lying lands immediately south of the crusher. These stock piles
are not subject to surface runoff waters.
Exhibits relative to wildlife, soils, vegetation, and
climate are addressed in the initial submittal.
Exhibit L-l: Reclamation costs
Reclamation costs for this plant site have not been
estimated as the anticipated future use for this mineral processing
area is to remain a mineral processing area.
Exhibit M-1: Local Government Approval (see enclosed
correspondence with Fremont County Department
of Planning and Zoning.)
Exhibit N-1: Other permits (see enclosure - Colorado
• Department of Health.)
Exhibit 0-1: Source of Legal right-to-enter
Enclosed - Deeds - Location Certificates -
Lease
