Comments on the Gilsonite Pit
112 Permit Application to Colorado
Mined Land Reclamation Division
October 2002, Revised in May 2003
1. Page 12: Please specify the location of the sedimentation pond during Phase 3 mining.
2. Page 37, ls` paragraph, last sentence: Update for additional monitoring wells MW-4 through
MW-7 that were installed over the past year. In Apri12003 fluid level measurements were
obtained by FMM in wells MW-1 though MW-7, GWC-1, and WP-3. Free product is present
on the water table at MW-2, MW-4, and WP-3. Therefore, the downgradient extent of free
product has been defined to generally be somewhere between MW-4 and MW-6 to the east, and
between WP-3 and MW-7 to the west (see Map C-2 for well locations).
3. Page 55, No. 6: As stated in previous correspondence, all monitoring wells in the permit
boundary must be maintained for as long as possible during mining, as many of them are part of
the Waste Management Contingency Plan monitoring program. This is especially true for wells
MW-4, MW-5, and MW-6 in the Staging Area, as these are product "sentinel" wells. These
latter three wells must be reinstalled prior to construction of Trench Nos. 1 and 2 and start of pit
dewatering if they are destroyed during construction of the Staging Area.
4. Map C-2, page 7, ls` paragraph: Please revise the treatment area for contaminated overburden.
The Department prefers, and as agreed to by FMM, that the contaminated overburden be placed
directly in the CAMU and/or the acid sludge impoundments. These features are already
designated and designed for land farming treatment, and will alleviate the need to construct
ninon/runoff controls, a management plan, etc., for any new treatment or stockpiling areas.
Appendix D, Waste Management Contingency Plan: This plan has been updated by CDPHE
and FMM to reflect changes in the mining plan and to include additional monitoring wells
installed over the past year. Please include this updated plan (June 2003) in the Revised Mining
Application.
