7. The access roads will be restored as closely as possible to the approximate
original contour with an uneven final surface, re-seeded, fertilized, and
mulched as above. A temporary seed mix as approved by the USFS may be
used to accommodate an intermediate seeding to help prevent erosion or
sedimentation and noxious weed infestation on road cuts and fills.
8. The drill pads and access roads reclamation procedure outlined above will
apply only to those areas newly disturbed for this proposed project. Existing
roads will be left in a condition equal to or better than that observed on
Mountain Coal Company's entry into the area or decommissioned according to
the specifications in the COA's.
9. Any coal-recovered incidental to this project will be in the form of cuttings or
core and would either be taken back to the mine site or disposed of in the mud
pits.
10. MCC will perform noxious weed eradication as needed on all roads and drill pads.
DRILL HOLE PLUGGING METHODS
In accordance with the recent Coal Program Guidance Document Methane Drainage and
Monitoring Wells, MDW wells will be plugged per DMG Rules 2.05.4 and 4.07.3 at the
minimum, recognizing that due to subsidence, damage to the casing may preclude setting a
packer within 50 feet of the perforated 7-inch casing. In such cases, the packer will be set at
the lowest possible point in the well. A cement plug will be installed with tremmie line
beginning at the plug and preceding a minimum of 50 feet up the well. From that point the
hole may be plugged to within 5 foot of the casing cut-off point with approved materials.
The top 5 feet of the well below the sub-surface casing cut-off point (3 feet below surface)
will be plugged with a cement cap. The top 3 foot of the casing will then be cutoff and
the hole filled in with subsoil. A permanent marker shall be installed on top of the plug
identifying the MDW. The pad will then be reclaimed to approximate original contour.
Associated drill roads will be obliterated per USFS direction. MCC does not have any
plans to plug any wells during this drilling season as
13
