• GENERAL CONDITIONS • <br />A. MANAGEMENT REQUIREMENTS <br />1. All reasonable steps shall be taken to insure that project designs for the <br />control of erosion and sedimentation and the protection of water quality <br />comply with applicable standards and regulations of appropriate agencies. <br />2. Permanent erosion and sediment control measures shall be installed at the <br />earliest practicable time consistent with good construction practices. One <br />of the first construction activities shall be the placement of permanent and <br />temporary erosion and sediment control measures around the perimeter of the <br />pro.lect or the initial work areas to protect the project, adjacent properties, <br />and water resources. <br />3. Temporary erosion and sediment control measures shall be coordinated with <br />permanent measures to assure economical, effective, and continuous control <br />throughout the construction phase. <br />4. Erosion and sediment control measures shall be adea.uately maintained to <br />perform their intended function during construction of the project. <br />5. Construction operations in rivers, streams, lakes, or other bodies of water <br />shall be restricted to: <br />(a) areas where channel changes are planned, <br />(b) areas which must be entered to construct structures or erosion <br />and sediment control measures and <br />(c) areas where waters must be forded occasionally during construction. <br />Frequent fording shall not be permitted; temporary bridges or other <br />structures should be constructed where frequent crossings are <br />necessary. <br />6. Pollutants used during highway construction or operation and material from <br />sediment traps shall not be stockpiled or disposed in such a manner ~rrhich <br />makes them readily susceptible to being washed into any watercourse by <br />runoff or high water. <br />7. The use of chemicals such as soil stabilizers, dust palliatives, sterilants, <br />growth inhibitors, fertilizers, deicing salts, etc., during highoray construction <br />and operation should be limited to the best estimate of optimum application <br />rates. A11 feasible measures shall be taken to avoid excess application and <br />consequent intrusion of such chemicals. <br />8. Measures shall 6e taken to prevent spilled fuels or lubricants from entering <br />the watercourse. <br />9. Any anticippted change in discharge location and/or quantities must be <br />reported by submission of a written notice, prior to the chance, to the <br />Colorado lJater Quality Control Division. If the chance is determined to be <br />significant the notice will be acknowledged and approved or disapproved <br />accordingly. <br />lo. If, for any reason, construction activities result in noncompliance with <br />conditions herein, a description of the cause of noncompliance, the period <br />of noncompliance, the anticipated time the noncompliance is expected to <br />continue, and steps being taken to reduce, eliminate, and prevent recurrence <br />1(78 <br />
