r
• 4.15.8 REVEGETATION SUCCESS CRITERIA
EFCI will comply with all revegetation success standards as set forth in 4.15.8.
The parameters of cover, production, diversity, and shrub density for
revegetated mine and loadout areas will be measured and evaluated to
determ ine statistical equivalence with corresponding reference areas. Additional
information on revegetation success criteria and evaluation methods is
presented in Section 2.05.4, Reclamation Plan.
4.15.9 REVEGETATION SUCCESS CRITERIA: CROPLAND
As documented in Section 2.04.3, Site Description and Land Use Information,
there are no areas which are or have been utilized as cropland within either the
mine or loadout areas. Consequently, the provisions of this section are not
applicable to the Southfield operations.
4.15.10 REVEGETATION SUCCESS CRITERIA: PREVIOUSLY MINED
LANDS: AREAS TO BE DEVELOPED FOR INDUSTRIAL OR
RESIDENTIAL USE
EFCI believes that most of the mine facility area was disturbed by pre-law
mining, and that the previous mining was abandoned prior to development of
the Southfield Mine. The area was not reclaimed in compliance with currently
applicable regulations and was re-disturbed by Southfield's operations. Since
there is currently insufficient evidence available to EFCI to prove that the area
was abandoned prior to re-disturbance by existing operations, EFCI will comply
with revegetation success standards as set forth in 4.15.8.
EFCI submitted information to the Division, in November 1997, demonstrating
that pre-law mining existed, was not in use, and was not reclaimed within the
facilities area. EFCI may provide further evidence of the above conditions and,
upon approval of the Division, adopt revised revegetation standards in
accordance with Rule 4.15.10(1) to effectively control erosion.
4.15 - 5 Revised 02/16/01
Technical Revision No. 29
