Long <br />RE: Technical Adequacy Review New 110 Permit Application, Permit No. #M-2000-01.3, olv~,n>" D~reanr <br />Yust Ranch Gravel Pit -' <br />Dear Mr. Yust, <br />This letter is being written to address issues which need clarification in the technical revision submitted by <br />your company to the Division of Minerals and Geology (DIviG) on January 27 (Permit No. #M-2000-014, <br />Yust Ranch Gravel Pit). Please address the following concerns prior to the decision due date of March I, <br />2000. <br />I) Will the asphalt plan[ [o be placed on the site be a permanent of temporary strucmre? [f permanent, <br />will this structure be left on the site after mining is completed? If this is a permanent structure which <br />is not going to be left in place after reclamation, please submit the dimensions of the building and <br />information about the thickness of footings and concrete slabs used in the construction of [he plant. .so <br />we may calculate the cos[ of demolition. This is in accordance with Rule 4.2.1(1) of the Construction <br />Materials Rules and Regulations. <br />2) The seed mix specified contains only two species of grass, and the quantity of live seed per acre is <br />approximately half of that which the Division believes to be appropriate. This seed mix is not <br />sufficient to "insure the establishment of a diverse and long-lasting vegetative cover", in accordancz <br />with Rule 3.1.10(5) of the Constmction Materials Rules and Regulations. Please add at least two <br />distinct additional species to the mix, and increase the PLS to a quantity approaching 20 PLS/acre, <br />and submit the new mix to DMG for approval. <br />Please bz advised that this application may be deemed inadequate, and your application could be denied <br />on March I, unless the adequacy items listed above are addressed to the satisfaction of the Division. IF <br />you wish, you may request an extension [o the decision due date, to allow for morn time to resolve these <br />issues.
